THE Rhetoric of History first appeared in the Interna- "Th Encyclopedia of the Social Sciences under the heading HISTORIOGRAPHY: "The Khetoric of History." "History and the Social Sciences" was offered as a report to the 13th In- ternational Congress of Historical Sciences held in Moscow in August, 1970. Some of the observations in the report reflect the specific geographic and political milicu in which it was pre sented. Nevertheless, it did not seem desirable to me to strike out the particular comments evoked by that milieu. It seemed pref- erable simply to advise the reader in advance of the relation between some of the observations in the paper and the circum- stances under which it was delivered.rn"
